Shelley Moss

Shelley brings over 15 years of healthcare actuarial experience, with particular depth in Medicaid managed care, rate advocacy, and social determinants of health. Her background includes leading multi-state Medicaid actuarial strategy, negotiating MCO contracts with state Medicaid agencies, and developing Medicare Advantage bid documentation. Shelley is a frequent industry speaker and published author on health equity and social determinants of health, including work presented at the SOA Health Meeting and the Mexican Congress of Actuaries. She has been serving on the American Academy of Actuaries Health Equity Committee since 2025. Shelley is also the co-founder of Women Actuaries of the West, a nonprofit supporting women in the actuarial profession.
