Medicaid Capitation Rates
At Incline, Medicaid is at the core of what we do. Our actuaries have supported states across the country through every stage of the process—from data analysis and model development to negotiation and certification.
National Reach, Proven Experience
Our team has represented multiple states in developing, reviewing, and certifying Medicaid and CHIP capitation rates. We’ve also supported providers and service vendors in negotiations with Medicaid Managed Care Organizations (MCOs) across five additional states. Collectively, Incline actuaries have signed more than 50 Medicaid rate certifications, demonstrating both depth of experience and trusted credibility.
Balanced Perspectives
Incline’s leadership includes actuaries with prior roles inside state Medicaid agencies and national MCOs. This dual perspective allows us to understand the needs of regulators, payers, and providers alike. Our actuaries have led strategic pricing, forecasting, and data initiatives for Medicaid programs nationwide, blending policy awareness with financial rigor.
Breadth Across Populations and Services
Our experience spans nearly every Medicaid population and service type, including:
TANF, CHIP, Foster Care, ABD/SSI, MLTSS, Nursing Facility, HCBS, Dental, Behavioral Health, Dual Eligible, Substance Use Disorder, NEMT, and PACE.
Trusted Signatories and Advisors
Every key member of our actuarial team has worked directly on Medicaid capitation rate development for state agencies, with multiple Incline actuaries signing certifications. Our Co-Founder and State Medicaid Lead, Colby Schaeffer, has been employed in leadership positions at two different Medicaid agencies (Arizona, Oklahoma). Furthermore, our actuaries have been involved in Medicaid rate negotiations and certifications in 30 different states.
Why It Matters
Incline’s actuaries have a proven track record in Medicaid, backed by numerous references. We don’t just build out rate models and certify capitation rates—we build trust between states, MCOs, providers, and federal partners.
